MINUTES OF INDUSTRIAL DEVELOPMENT AGENCY

REGULAR MEETING

 

WEDNESDAY, NOVEMBER 18, 2015 – 8:10 A.M.

Noting that sufficient advance public notice had been given and there being a quorum present, the regular meeting of the Rockland County Industrial Development Agency was called to order at 8:40 a.m. by Chairman E. Dranoff.

Action Items:

 

  • Inducement Resolution: York Analytical Laboratories

    • S. Porath provided an overview of the project, which involves solely a request to provide a means for a PILOT to be implemented at the applicant’s Nyack facility.

    • Dr. Wood explained that York has been approved as a StartUp New York business and will provide an opportunity for RCC students to intern at the facility.

    • Mr. Beckerich explained that York was established 30 years ago, but will be locating an office in Nyack due to the StartUp New York program’s benefits.  The requested PILOT will allow the project to move forward on a financially-sound basis. He noted that the site will have 9 employees, plus RCC interns.

    • In regard to the PILOT, Dr. Wood, M. Beckerich and S. Porath confirmed that each of the taxing entities (Nyack Village, Nyack School District and Town of Orangetown) have (informally) confirmed approval of a PILOT stabilizing the site’s property taxes for a 10-year period.

    • A motion to approve the Inducement Resolution was made by P. Zugibe, seconded by T. Riley.  All in favor.  Motion passed, 4-0.

 

  • Inducement Resolution: Jawonio, Inc.

    • S. Porath provided an overview of the project, which involves a PILOT only to be provided at the organization’s New Hempstead facility.

    • Jill Warner explained that Jawonio had sold the facility (previously) and is currently leasing the facility from a private commercial enterprise.  Jawonio is seeking a PILOT to partially abate the property taxes.

    • She noted that all taxing entities (New Hempstead Village, East Ramapo School District and Town of Ramapo) have informally agreed to PILOT terms.

    • Counsel R. Grosser noted that the property owner, 775 N. Main St. LLC, will need to be legally part of the formal application, authorization and PILOT process.  Ms. Warner indicated that the owner was agreeable to this matter and counsels will coordinate the appropriate steps in this regard.

    • Ms. Warner noted that the PILOT will allow Jawonio to continue to operate at the facility at its current levels and provide a benefit to the community.

    • A motion to approve the Inducement Resolution was made by H. Hellman, seconded by T. Riley.  Motion passed, 3-0, with Chair Dranoff recusing himself due to a conflict of interest.
